Power over Ethernet (PoE) works by sending power across unused Ethernet wire pairs in the CAT5 (or CAT6) cable, or via phantom power (802.3af).
PoE does not need a separate power cable to the access point from a power outlet. PoE is advantageous if you wish to place a unit in a spot where power is not readily available, and running a power cable is cumbersome.
